Quality control, as a formal requirement in the public accounting profession, first became a professional standard more than 15 years ago. As with most elements of the profession, these standards have been continuously evolving and compliance requirements have become more specific and more pervasive. For example, in 1988 the membership of the AICPA decided that all members in public practice (except members of the PCPS and SECPS sections who were already subject to peer review) must participate in a quality review program or lose their AICPA membership.
