Proposed revisions would clarify "wetlands" definition

The U.S. Environmental Protection Agency (EPA), in response to the Bush administration's plan to make wetlands designation less ambiguous, has proposed revisions to the Federal Manual for Identifying and Delineating Jurisdictional Wetlands. The manual was developed in 1989 by the EPA, the U.S. Fish and Wildlife Service and the Army Corps of Engineers.

The Bush administration contends that use of the 1989 manual doubled the estimated acreage of U.S. wetlands to include every "mud puddle," according to the Environmental Defense Fund.
