Additional funds are expected to help increase U.S. airport capital improvements beyond the current $6 billion annual level In an era of cash-strapped airlines and public agencies, passengers at a number of airports have begun paying a new charge to help finance airport construction projects. Five airports began levying a passenger facility charge (PFC) in June and 23 were scheduled to be collecting one by Sept. 1.
Upon approval by the Federal Aviation Administration, an airport may assess a maximum charge of $3 per departure and arrival. As of late July, FAA had authorized the collection of PFCs totaling $3.7 billion at 31 airports, and 33 applications totaling $9.3 billion were pending.
