The first comprehensive regulations for energy efficiency in buildings were established by the Energy Policy Act of 1992 (EPACT). The act includes provisions of the Federal Energy Management Program, which sets a goal of reducing energy consumption in federal facilities by 20 percent from 1985 levels by the year 2000. The Environmental Protection Agency (EPA) Green Lights Program also has fostered grassroots support for voluntary lighting upgrade programs in the commercial sector.
