The Public Service Building (PBS) posed a dilemma for its owner, the Wisconsin Electric Power Co. The utility wanted to continue using the 370.000-sq.-ft building, which had become a downtown Milwaukee landmark and a significant example of neoclassical architecture in the Midwest.
