THE US CHAMBER of Commerce is calling on President Clinton to shelve a proposed Environmental Protection Agency policy on "environmental justice," charging it contradicts the economic development goals of empowerment zones and other programs designed to help America's inner cities and other economically disadvantaged areas.

In a May 5 letter, chamber president Thomas J. Donohue urged the Presidentto direct EPA to withdraw a guidance document issued earlier this year "because of the significant adverse impact" the policy would have on "economic growth and job opportunities in low income and minority communities."
