Industry Deems Kyoto Protocol a Threat.(global climate treaty)

A Senate bill prohibiting the use of federal funds to implement the Kyoto Protocol, prior to Senate ratification, is another indication of the strong opposition to the global climate treaty, says a top chemical industry executive. The kill, introduced on April 30 by Sen. John Ashcroft (R-Mo.), would also clarify the authority of federal agencies to regulate emissions of carbon dioxide ([CO.sub.2]), one of six greenhouse gases covered by the Kyoto agreement.

If enacted, the bill would block any effort by Environmental Protection Agency to create a standard limiting [CO.sub.2] emissions.
