THE SENATE has cleared by voice vote a House-approved OSHA reform bill that would authorize state-run compliance assistance programs to allow businesses to correct health or safety violations without facing lines or penalties. The Senate similarly cleared another bill passed earlier by the House that would prohibit OSHA from using the number of citations issued by an inspector as part of its employee evaluation, or as part of a quota system.
