EUROPEAN Commission is proposing to introduce a full-scale ban on the testing of cosmetic ingredients on animals in the European Union. But to comply with the regulations of the World Trade Organization (WTO), cosmetics that contain ingredients tested on animals outside the EU will still be allowed to be sold in the region.
