TEE CLINTON Administration is proposing regulations that would establish a process for making sensitive information on potential accidents at thousands of chemical plants available to the public. The proposed rule would prohibit using the Internet to post data that national security officials consider likely to increase the risk of terrorist attacks on chemical facilities.

Under a law enacted last August, the Environmental Protection Agency and the Department of Justice were required to jointly develop a program for making "worst-case scenario" information on potential chemical plant accidents publicly available.
