AFTER LAWMAKERS cleared a key procedural hurdle, landmark legislation granting permanent normal trade relations (PNTR) status to China is now set for final Senate action next month. In a victory for the chemical industry and other pro-trade business groups, the Senate voted 86-12 to begin debate on the China PNTR bill when Congress returns on September 5 from a month-long recess.

An identical PNTR bill won approval in the House of Representatives in May and is likely to win easy passage in the Senate in September, assuming Senate Majority Leader Trent Lott (R-Miss.) schedules the final vote as expected.
