GAO Examines Hazardous Waste Rule.(General Accounting Office, proposal by Environmental Protection Agency)(Brief Article)

CONGRESSIONAL INVESTIGATORS say it is unclear whether a hazardous waste rule proposed by the Environmental Protection Agency will impede the cleanup of active waste sites, as some industry officials fear. A General Accounting Office (GAO) study, requested by Reps. Michael Oxley (R-Ohio) and Edolphus Towns (D-N.Y.), examined EPA's August 22 proposed rule on "corrective action management units" (CAMUs) under the Resource Conservation and Recovery Act (RCPA).

The lawmakers asked the GAO to gather views from environmental groups and industry representatives on the "possible deterrent effects" of the proposal. GAO notes that under a 1993 rule, EPA can designate a portion of a waste site as a CAMU. "Parties could then...deposit waste in the CAMU...
