THE ENVIRONMENTAL Protection Agency (EPA) expects to issue a proposed rule in December that would require chemical manufacturers to conduct basic health and environmental effects tests on high production volume (HPV) chemicals. The test rule will be issued under the Toxic Substances Control Act.

A draft of the measure is currently being reviewed by the White House Office of Management and Budget (OMB). EPA officials have described the upcoming rule as a "regulatory backstop" to the HPV Challenge Program, a voluntary industry-government testing initiative for chemicals produced or imported in quantities that exceed one million pounds per year.
