Sulfur rule shaping up as first green challenge for new administration. THE WHITE HOUSE was urged last week to defend a new regulation that would require petroleum refiners to spend billions of dollars in facility upgrades in order to produce ultra-low sulfur diesel fuel. The rule, which was published in final form by the Clinton administration on January 18 after a lengthy regulatory process, is being delayed for review by the Bush administration and was challenged last month in federal court by the National Petrochemical and Refiners Association (NPRA).
