Vertical integration of oil and chemicals operations is seen as key for Russian companies. Russia is emerging as a potentially powerful force for change within Eastern Europe's chemicals sector as it struggles to catch up with the technology and productivity of its Western counterparts.

Following the slump in production after the collapse of communism, the sector has only gradually been able to push levels of output back up to what they were in the 1980s. It still faces a lengthy period of further transition during which it will have to make up for the legacy of decades of under-investment.
