PRESIDENT GEORGE W. Bush unveiled the details of his $1.96 trillion budget proposal last week, trimming funds to protect the environment and transferring more authority to the states.

Despite a $500 million reduction in overall spending for the Environmental Protection Agency, the president's budget would still provide the funds the agency needs to carry out its mission "efficiently and effectively," EPA administrator Christie Whitman stated at a news conference.

EPA would be funded at $7.3 billion in fiscal 2002 under President Bush's proposal, down from $7.8 billion in fiscal 2001, $7.6 billion in fiscal 2000 and 1999, and $7.4 billion in fiscal 1998.
