THE ENVIRONMENTAL Protection Agency (EPA) plans to issue a pro posed rule by the end of summer that would require chemical manufacturers to conduct a broad spectrum of tests on about two dozen chemicals commonly found at Superfund toxic waste sites. An official in EPA's office of pollution, prevention and toxics says the rule making was initiated in the early 1990s by the Agency for Toxic Substances and Disease Registry (ATSDR), which develops toxicological profiles for hazardous substances often present at hazardous waste sites being cleaned up under the Federal Superfund program.
