AS AN ALTERNATIVE to Senate legislation that would impose new security requirements at chemical handling facilities, industry lobbyists are urging Congress to encourage companies to make their plants safer by providing tax incentives. Chemical manufacturers are also supporting House and Senate legislation that would make it easier for industries to share security-related information with law enforcement authorities.
