A SENIOR Environmental Protection Agency (EPA) official is proposing an alternative to controversial chemical security legislation that would move away from a strict command-and-control approach while still requiring that chemical plants evaluate ways to reduce the risk of a major toxic release.

The proposal is an effort to break a standoff over a bill sponsored by Sen. Jon Corzine (D-N.J.) that would grant EPA broad new authority over the chemical industry in an effort to boost plant security.
