THE ENVIRONMENTAL Protection Agency (EPA) defended President George W Bush's Clear Skies initiative last week, asserting it would make the controversial New Source Review program "unnecessary" by achieving deeper and faster cuts in pollutant air emissions. In a white paper released on its Web site, the EPA rejected criticism by activists who claim the president's initiative would delay progress in cleaning up air pollution and ignores the US obligation to reduce greenhouse gas emissions linked to global warming.
