SENATE DEMOCRATS charged last week that the Bush administration has dramatically slowed the pace of cleanup at Superfund sites and is refusing to hold polluters responsible and make them pay for cleanup. "Unfortunately, the most important parts of the Superfund program, the pace of cleanup and the principle that the polluter must pay, are now under attack by the administration," said Sen.

Barbara Boxer (D-Calif.) at a hearing by a panel of the Senate Environment and Public Works Committee.
