THE BUSH administration is launching the initial phase of its strategic plan for dealing with global warming, but officials say significant uncertainties remain about the causes and effects of climate change. The White House draft strategy, debated last week at a three-day conference in Washington, D.C., aims to refocus government-sponsored research in order to provide better economic projections of potential climate change policies and tighter coordination of efforts by 13 federal agencies.
