On January 30, 2002, the Federal Trade Commission (FTC), the federal agency charged with protecting consumers against unfair and deceptive acts and practices, proposed revisions to its 10-year old Telemarketing Sales Rule (TSR). The FTC would create a national do-not-call registry allowing consumers to avoid telephone solicitations by placing their phone numbers on a national "do-not-call" list monitored by the FTC. Telemarketers would be required to review this national list monthly and remove the phone numbers on the list.

National surveys show consumers do not like to be called at home by telemarketers, so the do-not-call registry may sound like a good idea. However, consider the top 10 reasons why businesses would be better off without it:
