Senate Unit OKs Power To Reagan on Tariffs
President Reagan would be authorized by Congress to negotiate bilateral tariff and trade pacts with both Israel and Canada, under legislation approved last week by the Senate Finance Committee.
The measure changes Section 102 of the Trade Act of 1974 to authorize negotiations on tariff matters, in addition to the non-tariff issues to which that authority presently is restricted.
However, trade agreements encompassing tariff issues cannot be negotiated under the new authority with any country except Canada and Israel unless the President first notifies Congress, and neither the Senate Finance Committee nor the House Ways and Means Committee disapproves.
