Senate Trade Subcommittee Chmn Sen Max Baucus (D-MT) believes that the General Agreement on Tariffs and Trade (GATT) and the North American Free Trade Agreement (NAFTA) would not pass through Congress unless changes were made. Baucus criticized the Bush Administration for leaving unresolved serious problems in NAFTA in its rush to pass the trade measure before leaving office. Issues involving agriculture, textiles and unfair trade need to be resolved before assuring Congressional approval, according to Baucus.
