WASHINGTON -- Congress has partially restored Europe's cache when it comes to labeling silk accessories produced there.

While European manufacturers of silk scarves, shawls, handkerchiefs and silk fabric still won't be able to label these products as "made in" their particular countries, legislation that has just moved through Capitol Hill would allow them to use such terminology as "designed in," "dyed and printed in," "fashioned in," "crafted in" and "created in." The label would not have to designate where the fabric is "made."

The provision is contained in a miscellaneous tariff bill that cleared the Senate last Thursday and passed the House in February. The measure, supported by the administration, now must be signed by the President. ...
