That conclusion, from George Rosenblum, chair-man of Leo J. Shapiro & Associates, a Chicago consumer research firm, goes a long way toward explaining the impact the two off-price chains are having on the apparel industry, at both the retail and manufacturer level. As Rosenblum continued, "For the department stores to compete, they have to have a significant amount of goods at low prices. A lot of the merchandise a department store sells today is at off-price."
