The Social Security Administration's (SSA) discovery of an additional 33 million lines of code that had been overlooked in it's year 2000 program dealt the agency a serious blow because it did not have a contingency plan in place to handle unforeseen situations. Since its year 2000 program had started in 1988, the SSA had nearly fixed the 34 million lines of code it was aware of.
