NEW YORK CITY: Of the two current retrospectives at the New York Public Library for the Performing Arts at Lincoln Center, the one that packs a dramatic punch has got to be the exhibit about Joseph Papp's famous enterprise. As its new artistic director Oskar Eustis reminds us, the Public Theater is founded on the symbiotic ideas that Shakespeare should be enjoyed for free by all people and that a country founded on democracy should make fine contemporary plays available to the public.
