At first glance, East Fourth Street in Bethlehem, Pa., does not appear enchanted. On this 90-degree Sunday in July, the sleepy sidewalk is flanked with shirtless men leaning against doorframes. An old man lazily dangles a fly swatter, while across the street two young Puerto Rican girls pull their proudly displayed flag to one side and peer out of a second-story window.
