Within hours of the Sept. 11, 2001, terrorist attack on the World Trade Center (WTC) and Pentagon, the Federal Aviation Administration (FAA), acting on instructions from the National Security Council (NSC), grounded all general aviation aircraft including those used for aerial photography and digital airborne remote sensing. In the five weeks following the attack, most aerial survey/photo firms found themselves virtually out of business due to FAA restrictions that banned flying under visual flight rules (VFR) in Class B airspace (major metropolitan areas), which govern almost all aerial photo missions.
