Located directly southeast of Raleigh, Johnston County, N.C., has experienced explosive growth in the last decade, putting great pressure on the county government to improve infrastructure and services. Consequently, the Johnston County Technology Services Department pushed itself to find better, more-efficient and less-costly ways to serve the public.

Johnston County's GIS program began in 1992 and quickly became an essential part of its work processes. Seeing the advantages that GIS could provide to county citizens and business, the GIS capability was expanded to the Internet in 2000.
