Children and their families often do not get the services they need when and where they need them, especially children with emotional and behavioral disturbances and those with multi-system involvement or complex needs. Families are often forced to choose between outpatient and institutional or residential programs, with other alternative services accessible to them only on a limited basis. But there's a new initiative underway in New Jersey to solve that problem.
