In the Ticket to Work and Work Incentives Improvement Act of 1999, Congress directed the U.S. Department of Health and Human Services (HHS) to support states' efforts to help people with disabilities enter the workforce. In response, HHS established the Medicaid Infrastructure Grant (MIG) program. The program helps people with disabilities secure meaningful employment and keep their Medicaid benefits for expenses usually not covered by private insurance, such as mental health drugs and personal care attendants. MIG achieves this goal by funding state programs and services that help carry out the core elements of the Ticket to Work and Work Incentives Improvement Act of 1999.
