Digital audio's impact on consumer recordings, started by the controversy with DAT seven years ago, is once again in the focus as Congress looks at tightening copyright protection on U.S. intellectual properties domestically and internationally. Recording Industry Association of America (RIAA) president, Jay Berman, testified before the House Judiciary Subcommittee on Intellectual Property and judicial Administration on March 25, urging lawmakers to fill in alleged gaps in U.S. copyright laws that allow uncompensated exploitation of sound recordings (SRs).

Berman was specifically concerned with digital audio cable services which can deliver CD-quality audio on a subscription basis, bypassing the traditional record company distribution mechanisms.
