Good deals abound for winter travel to cities such as London, Rome and Paris, but there also are plenty of attractive products for other destinations throughout Europe. The Baltics and Scandinavia, for example, offer visitors lots of things to see and do, including a wealth of cultural programs and special events. Below is a sampling of city stays during the so-called "off-peak" period--October through March--which now accounts for almost half the visits by U.S. travelers to Europe each year.
