WELFARE STALLED--With welfare reform still stalled in the Senate, the 1996 law has been given yet another three-month lease on life. Under the latest extension bill, S. 2231, welfare programs will continue through June 30, giving the Senate more time to break its deadlock on key provisions.

The Senate did make headway on the reauthorization bill several weeks ago, passing a significant increase in federal child care funding. The move, on an amendment by Sens. Olympia Snowe (R-Maine) and Christopher Dodd (D-Conn.), would add $6 billion a year in addition to the $1 billion increase ...
