Cellular One-2-3 cracks credit barrier.(new billing systems brings more customers)(Brief Article)

Cellular service provider Cellular One has unveiled Cellular One-2-3 pay-as-you-go cellular service in Buffalo, N.Y. Cellular One, a unit of SBC Communications Inc., said Cellular One-2-3 allows users to pay in advance for airtime. The service includes a Motorola Inc. phone and a $25 prepaid phonecard to start.

The program is designed for consumers previously unable to qualify for cellular service because of budgetary constraints or poor credit histories.
