THE CLOCK IS TICKING--Time is running out for key reauthorization and spending bills, as Congress heads back to Washington this week after a month-long recess. Many have plans to leave town again quickly to hit the campaign trail. That will not leave much time for action on literacy-related programs, and now even the one piece of legislation that advocates thought might emerge--the Perkins vocational education reauthorization--looks doubtful too. The bill had been put on a fast track in the House over the summer, and a Senate markup had been hoped for before the August recess (RLP, July 22, p. 113).
