Adult education funding would be absorbed into a large, consolidated grant with workforce training, veterans' employment and other programs under an administration plan presented to the Senate this month.
In what was the most complete account to date of the administration's concept, Labor Secretary Elaine Chao outlined a new consolidated grant potentially worth more than $7.5 billion.
The "centerpiece" of President Bush's job training reform proposal is the consolidation of the Workforce Investment Act Adult, Dislocated Worker and Youth and Employment Service funding streams into one grant to states, Chao said.
