Oklahoma insurance commissioner joins Senate fray.(Reporter's Notebook)

Carroll Fisher, the insurance commissioner for Oklahoma who is facing criminal charges and an impeachment investigation, has filed to run for the United States Senate. "It's an opportunity of a lifetime," said Fisher, when asked why he is filing in the midst of such personal tumult. "It's a window that's open, and I'm willing to take the opportunity to step through." Fisher has been accused of felony charges related to operating a charity illegally, accepting inappropriate gifts, driving while intoxicated, and embezzling insurance education funds.
