An international agreement to protect whale stocks is under threat because of disagreement among whaling and non-whaling nations. Countries such as Japan, Iceland and Norway are becoming increasingly polarised on the issue against nations such as Australia and New Zealand that are opposed to whaling. Whaling nations say a 19-year- old moratorium on commercial whaling is no longer necessary because of recovering stocks, and want whaling to resume with a strict quota system.
