Money up front - but innocents still locked in.

Australian telcos Singtel Optus and Telstra will have their pre-paid mobile telephone plans investigated. The Australian Competition & Consumer Commission (ACCC) will look into the plans after revelations that they lock consumers in for two years and charge large exit fees. Both companies use subscriber identification module (SIM) locks that prevent users shifting to rival networks. According to the director of the Australian Telecommunications Users' Group, Rosemary Sinclair, the locks bar users who have already purchased their telephones from choosing the best network deal.
