Australian IT delegates to WSIS are preparing a submission covering the development of a Computer Emergency Response Team (CERT). The Australians are offering to help developing countries improve their IT infrastructure, in line with the Bucharest Declaration, which was a statement of intent by richer nations to help their poorer counterparts.
