Enforcement of privacy laws is often difficult. In cases when services are provided by online businesses operating outside the domestic jurisdiction it is often impossible to offer an adequate level of protection. The OECD Working Party on Information Security and Privacy has urged governments to raise the level of co-operation in developing and enforcing online privacy laws. The technical side of privacy compliance is in the centre of attention of the World Wide Web Consortium. In 2001, the organization released the Platform for Privacy Preferences Project standard.
