A debate is raging in the Internet industry over access to databases that provide ownership details for Internet addresses. At the centre of the debate is the Internet Corporation for Assigned Names & Numbers (ICANN), headed by Australian Paul Twomey. In the past these databases were freely accessible. Access is still required by law officials, "spam" hunters tracking the generators of unsolicited bulk e-mails, and people protecting intellectual property rights. However, the databases are sometimes used by rival sellers of domain names to target competitors' customers. Thus the "WHOIS" databases are now often concealed behind proxy servers.
