HECS rises could top 30pc.

Australian students could face even higher university fees. The 30 per cent cap on higher education contribution scheme (HECS) fee increases has not been detailed in new legislation that will be presented to parliament on 24 September 2003. Limits can be nullified by proposed guidelines for the new Commonwealth Grants Scheme. The Federal Government's higher education reform package consists of four bills. The Senate has extended its inquiry into the sector until 7 November 2003. The package may not be voted on until 2004.
