ACC gives Access Regime the "thumbs up".
Australasian Business Intelligence, October, 2003

The Productivity Commission is currently conducting a review of Australia's National Gas Access Regime. In its submission to the review, the Australian Competition & Consumer Commission (ACCC) contended that the regime, which has been in place since the 1990s, had been a success in that it has led to lower gas tariffs and has resulted in new investment. Graeme Samuel, the chairman of the ACCC, says its research indicates that the gas transmission network has increased by 9,000 km since 1995, and that average capital expenditure per annum has risen from $A60 million prior to 1995 to around $A340 million.
