The British law of domicile favours rich foreigners who do not want to pay taxes on their investment income. This policy is permitted under the European Union law. "The Economist" described the law as a "tax haven for rich foreigners". It is possible that the law will be challenged in the European Court of Justice on the grounds that it discriminates against local residents. In most other European countries, non-residents find it much harder to avoid paying taxes. In Italy, non-residents cannot claim special tax privileges if they spend more than 183 days in the country.
