business strategy. According to Anthony O'Donnell of the University of Melbourne's Centre for Employment & Labour Relations Law, this is typical in Japanese organisations,

where HR is an important function. The HR manager in a Japanese firm usually sits on the company board, and is involved in selecting its members. O'Donnell pointed out that a company's responsibility to generate shareholder value could influence a HR manager's decision when it comes to long term

commitments like staff training.
